Delays in disbursement of District Assemblies Common Fund hamper execution of projects The delays associated with the disbursement of the District Assemblies Common Fund has been identified as a major set back to project execution and by extension local governance. A three year study report by SEND-GHANA, a civil society organisation, says the situation stalled a number of projects in many districts which if not well managed will jolt the country's decentralisation agenda.
