Governance Expert doubts objectivity of Joe Ghartey Committee's work

A Governance Expert, Professor Emmanuel Asiamah says the doubts characterising the work of the Joe Ghartey Committee are expected. 

Speaking on GBC’s ‘Behind The News,’ Professor Emmanuel Asiamah said the doubts have emerged because the same body linked to the bribery allegations is the same institutions investigating the case. 

He said the bribery allegation is a serious one and a separate body should have taken up the matter. 

Dr Rashid Dramani of the Africa Centre for Parliamentary Affairs, believes that if all the sittings of the Adhoc Committee were done in the public, people would have made up their minds regarding the outcome of the investigations.

Parliament set up the five-member ad hoc committee to investigate the allegation that each member of the Appointments Committee of Parliament was given GH¢3,000 bribe by the then Minister designate for Energy, Mr Boakye Agyarko, to facilitate his approval.

The committee is chaired by the MP for Esikado/Ketan and former Second Deputy Speaker, Mr Joe Ghartey, with Mr Ben Abdallah Banda - the MP for Offinso South, Ms Ama Pomaa Boateng - the MP for Juaben, Mr Magnus Kofi Amoatey - the MP for Yilo Krobo, and  Mr Benson Tongo Baba - the MP for Talensi as the members.

The committee is charged to investigate the allegation that the Chairman of the ACP, Mr Osei-Owusu, had taken money from Mr Agyarko and given same to the Minority Chief Whip and Deputy Ranking member on the Appointments Committee of Parliament, Alhaji Muntaka Mohammed-Mubarak, to be given to Minority members on the committee.
