Realignment Bill goes through second reading in Parliament The Earmarked Funds Capping and Realignment Bill, 2017 has been read a second time in Parliament. The Bill places a 25 percent of tax revenue ceiling on all earmarked funds. Praying Parliament for the approval of the Bill, the Minister of Finance, Ken Ofori-Atta said the new bill will enable government leverage funds and channel funds appropriately. The Chairman of the Finance Committee, Dr. Mark Assibey Yeboah said the committee was satisfied that the realigning funds exceeding 25 percent will see the remaining monies going to support the budget. The Ranking Member on the Committee, Cassiel Ato Forson was of the view that no matter the capping levels, the work of some institutions stand to be adversely affected. GBC
